Government guarantees payment of withdrawal orders in 90 days

The Minister of State and Economic Coordination, José Lima Massano, guaranteed that the State's mandatory commitments, in particular remuneration, are duly safeguarded, as well as timely payments.

"With regard to the issuance and settlement of withdrawal orders (State payment orders), those that are not settled will be regularized within 90 days", said the official, at a press conference after the 5th meeting of the commission economy of the Council of Ministers.

"From now on it will be like this, otherwise we have a forecast of revenue to honor those payments, we will not assume these responsibilities, these commitments, but from the moment a withdrawal order is issued, our obligation is to ensure settlement in 90 days", reinforced Massano, stressing that the "insecurity" of having a withdrawal order and not knowing when it is liquidated puts the financial services of the State under pressure.

Regarding the current situation in the country, which led to the adoption of a set of contingency measures, the minister indicated that there was a set of assumptions that did not materialize, in particular the decline in oil production (about 8 percent in the first quarter), as well as greater difficulties in accessing financial markets, which "impacted on the ability to mobilize resources to execute the OGE [General State Budget]".

As for the accentuated devaluation of the kwanza, he said that it was "a consequence of a lower offer of exchange rates in the economy and a demand almost with a will of its own" that led to an "adjustment process by market forces".
