Government curbs expenses with works, cars and travel to avoid deficit of 10 billion dollars

The Government announced a cut in State expenditure related to works, cars and trips abroad to avoid budgetary slippage by the end of the year of around 10 billion dollars.

The economic commission of the Council of Ministers met this Friday to analyze the budget restrictions and approved a package of measures to curb spending and guarantee the execution of the General State Budget (OGE) for 2023, which had as assumptions the price of oil at 65 dollars per barrel and a production of 1,180 thousand barrels/day.

At a press conference, the Secretary of State for Finance and Treasury, Ottoniel dos Santos, said that a deficit balance had been generated at the end of the first half and that projections for the end of the year indicate a budget deficit of around 7.4 billions of kwanzas.

"Continuing everything as it is, we will certainly have to deal with the end of the year with a difference of 10 billion dollars", said the official, noting that the executive had decided to adopt a set of measures to mitigate the impact of these projections and guarantee wages, debt and expenses with service goods and capital essential for the normality of the State.

In this context, only projects with execution above 50 percent and guaranteed financing will continue, as well as those with execution above 80 percent and that depend on extraordinary resources from the Treasury for their execution.

The global portfolio of works of the Integrated Plan of Intervention in Municipalities (PIIM) will also be reviewed, as well as sectoral expenses, in particular those related to direct actions by the various executive bodies.

These include a reduction in expenses related to travel abroad, a reduction in the composition of the delegations that are part of these trips and a review of other processes that could reduce the burden on the budget of sectoral expenses, which Ottoniel dos Santos did not specify.

With regard to asset optimization, it is expected that the renewal of car fleets will be suspended and the definition of more economical 'plafonds' for vehicles delivered to public office holders.

"From the point of view of real estate, the sale of all non-protocol assets that the State has is foreseen", he added.

"With these measures, which will be added to others, we want to join efforts to ensure that we are within budgetary limits and thus give continuity to the execution of the State in its essential commitments", said the Secretary of State.
