Flights to and from Luanda limited to 75 percent of capacity and one third of frequency

Flights to and from Luanda, which can only begin when Angola lifts the national and provincial health fence, will be limited to 75 percent of the aircraft's capacity and one third of the usual frequency, determined the Ministry of Transport.

This is one of the conditions for the return of air travel from Angola abroad, defined in the aeronautical information circular of the National Civil Aviation Institute, to which Lusa had access this Monday.

International commercial flights have been banned since 20 March to prevent the spread of the covid-19 pandemic.

The document, dated 3 July, aims to prepare the gradual recovery of the air sector from the time it is lifted to the national and provincial health fence of Luanda, which is in force for now until Friday.

In addition to the limit of using only 75 percent of aircraft capacity, while quarantine of passengers from abroad is mandatory, the frequency of scheduled international flights will be reduced to a third "of that established in the bilateral air transport agreements under which the companies were designated.

The frequency will be increased to only two-thirds on the basis of public health criteria, in particular the ability of countries to monitor passengers and assess their epidemiological risk, which would allow passengers to be separated 'with a view to mandatory quarantine' for those with symptoms of covid-19.

The normal frequency will not be re-established until the end of the mandatory forty has been decreed, the document states that international flight frequencies and testing requirements can be reviewed by assessing the epidemiological situation and 'in accordance with the principle of reciprocity'.

Passengers will have to submit the result of the RT-PCR SARS-Cov-2 molecular-based test, carried out no later than eight days before the date of travel, as well as the declaration of option for institutional quarantine at a public centre or hotel unit authorised by the Angolan health authorities.

Airlines shall take preventive measures with regard to crews, as well as maintenance technicians, to minimise risk and epidemiological transmission and to prevent them from being quarantined during stopovers or on return from international travel.

In addition to crew management, the circular includes rules on the protection of crew members and the management of suspect passengers and crew members on board.

Crews of foreign aircraft must remain on board during the rotation period or, in the event of disembarkation, be accommodated in a unit certified for that purpose and must not be absent from the room.

Air operators must also make alcohol gel available at airports and "check travel documents, in particular the passport, with the utmost care" when passengers enter and leave national territory.

"If a passenger comes from a country covered by the quarantine measure, before arriving at the border post of entry he must be reported to the health authorities and other competent authorities", highlights the circular.

The country closed all its borders on 20 March, with cargo flights and special flights for the transport of passengers being allowed, which depend on the authorization of the Angolan authorities.

Luanda is the outbreak of the covid-19 epidemic in the country, which currently registers 353 cases of the disease, 19 of which have resulted in deaths.

In Africa, there are 11,360 confirmed deaths in more than 476,000 infected in 54 countries, according to the most recent pandemic statistics on that continent.

The covid-19 pandemic has already claimed more than 534,000 lives and infected more than 11.47 million people in 196 countries and territories, according to a report by the French agency AFP.
