President of Parliament considers it "early" to talk about postponement of local councils

The president of the parliament, Fernando da Piedade Dias dos Santos, considered this Thursday that "it is still early" to talk about whether or not to postpone the local elections, saying that "no one has the gift to define the future concretely".

"The main objective is to approve the package that will allow the local elections to take place, we should not do futurology, nobody has the gift to define the future concretely", said this Thursday during the 11th ordinary plenary session of the parliament's third legislative session.

Fernando da Piedade Dias dos Santos spoke in plenary during the general discussion and vote on the proposed law on the Regime and Form of Acts of the Local Authority.

The law was approved with 184 votes in favour, one abstention and no votes against and will be discussed in the speciality committees of the National Assembly.

In the course of his discussion and means of intervention on whether or not to activate local authorities, whose first elections are scheduled for 2020, the leader of the parliament said it was "too early" to talk about "whether or not to postpone the elections".

"Now it's fair to try to push this through, but, let's be fair, we still can't make value judgments about it", he said.

The president of parliament is a member of the central committee and political bureau of the Popular Movement for the Liberation of Angola (MPLA).

The National Union for the Total Independence of Angola (UNITA), on Wednesday demanded the discussion of the draft law on the Institutionalization of Local Authorities, considering that "an inclusive country cannot be built" as long as the municipalities are "a secret of a political party".

According to the president of UNITA's parliamentary group, Liberty Chiyaka, the discussion in the specialty, for a later final vote on the law, "is the minimum" that should be done, but it is "necessary to dialogue".

"Political and administrative decentralisation is the future of the State, Angola has no other way but to execute the local authorities", said the MP this Thursday during his political declaration in parliament.

The first local elections in Angola are scheduled for this year and the parliament has already passed several laws that make up the local legislative package.

Parliament also approved this Thursday, in general, the draft law that approves the Legal Regime of Business Recovery and Insolvency.
