The project stems from the Inclusive Digitalization in Eastern and Southern Africa (IDEA) program to increase access to the Internet and the use of digital services, which has funding of 2.48 billion dollars from the International Development Association (IDA) and the International Bank for Reconstruction and Development (IBRD).
IDEA will be implemented in a phased manner over eight years, with Angola, the Democratic Republic of Congo and Malawi participating in the first phase.
In Angola, the 300 million dollars loan financed by IBRD will be implemented and coordinated by the Institute for Administrative Modernization, with the project expected to mobilize around 80 million dollars in private sector investment.
The project is structured around three technical components: connectivity and inclusion of affordable broadband; expansion of inclusive and secure digital public infrastructures; and productive digital use for economic opportunities.
The project is expected to reach more than 13 million people in Angola, in particular women, people with disabilities and people in low-income areas.
