For Eugénio Laborinho, these actions "must be publicly condemned", calling on citizens to "not engage in practices of this nature, under penalty of being criminally responsible".
Speaking at the central act alluding to the 44th anniversary of the governing body, he said that the success of the department's activity depends, to a large extent, on the collaboration of the citizen with the forces of order, through permanent dialogue and denunciation.
“The task of guaranteeing the full exercise of citizens' fundamental rights and freedoms is complex, insofar as, in certain situations, the action of the ministry's forces translates into the necessary balance between the exercise of rights,” he said.
He pointed to the exodus of the population to large urban centers as a factor that “contributed significantly” to the growth of their population density and the disrepair of many cities.
The disorderly growth of cities "makes the mobility and action difficult" of the bodies, "having as an immediate consequence the increase in crime rates", he stressed.
Laborinho also reported on the investment in improving processes and procedures for planning and budget, financial and property management, as well as in other technical support services.
He highlighted the “qualitative leap” taken by the Ministry of the Interior in the field of strategic planning, which recently culminated in the preparation of the Sectorial Development Plan for the body for the five-year period 2023-2027.
“This development plan involves dimensions that will guarantee the functional and technological modernization of the ministry, where human capital, management processes, the internal control system and financial sustainability occupy a privileged space”, he noted.
“We intend to adopt a new model of integrated management of our own revenues with the massification of the Services Portal of the Ministry of Finance, aiming to project remarkable improvements in the functioning of our services and in the working conditions of our staff”, he argued.
According to the official, the President has been making funds available so that, in the near future, the Ministry of the Interior can improve the infrastructural conditions of its organs, guaranteeing better comfort for employees and users.
