According to data advanced by Expansão, more than half of the total amount of funding will be provided by public investment. Of the $30.3 billion, $12.4 billion (41 percent) relates to private investment while the remaining $17.9 billion (59 percent) comes from public investment.
The PNDNSTIR 2019-2038, which is being developed by the ministries of Transport and Public Works and Spatial Planning, will be executed in three phases: the first one started in 2018 and will extend until 2023, the second will extend from 2024 to 2029 and the last phase will be until 2038. However, the projects may take more years than planned before they are finished.
In the first phase, that is until 2023, 10.1 billion dollars should be spent in the implementation of the plan, of which 6.3 billion will be supported by the Executive.
According to the Transport Ministry, cited by Expansão, the Angolan Transport Infrastructure Fund (FITA) is being created with the aim of stimulating the projects without the need for major state intervention. The authority explains that the source of the resources will be the collection of revenues from companies belonging to the sector and from the advances from the concessions of existing projects.
Cited by Expansão, some specialists classify the project as difficult and say that taking into account the implementation period, the government will have to face some adversities, especially those linked to the contracting of financing.
