Government admits that country is at "very low level" in the application of international civil aviation standards

The Government acknowledged that the current level of effective implementation of the norms of the International Civil Aviation Organization (ICAO, in its English acronym), which "around 49.16 percent, is far below the 70 percent" stipulated by the international organization.

"Considering the State's aspirations to raise the current level of effective implementation of ICAO norms and practices, a more dynamic and urgent need is required for the approval of the primary law, the Civil Aviation Law, which will respond to critical element number one when of the planned audit", stated the Minister of Transport, Ricardo de Abreu.

The official, who was speaking at the National Assembly during the presentation of the draft law that amends law n.º 14/19 of 23 May (civil aviation law), considered the legislative component to be essential for the assessment of the ICAO.

Ricardo de Abreu assured that the proposed amendment "already accommodates the significant changes made to the platform of the Universal Operational Safety Supervision Program on January 15th".

The changing law "also enshrines some issues that will safeguard the 2022 audit of the Universal Audit and Security Program directly linked to security against acts of unlawful interference, otherwise known as acts of terrorism," he noted.

This Thursday, the parliament generally approved the bill that enshrines these amendments with 177 votes in favour, no vote against and one abstention.

The minister explained that the ICAO marks "as a priority" the legislative component that, if not approved, means that the Angolan state has "a level of implementation of 0 percent".

According to Ricardo de Abreu, the amendment to the law approved in 2019 also aims to "conform and standardize the internal legal system" with the "update of norms and practices" of the International Civil Aviation Organization.

The State, "in order to fulfill its responsibility, must collaborate in the highest degree to achieve standardization and harmonization in regulations, standards, norms, procedures and practices in accordance with Articles 12 and 37 of the Chicago Convention", noticed.

"With the approval of the draft law, the Angolan State rigorously complies with the norms and recommendations established by the ICAO in order to ensure the effective performance of the Angolan air sector with regard to the security of civil aviation," he said.

The proposal to amend the civil aviation law also enshrines the "assumptions that will allow the State to collaborate in measures of an international nature in order to guarantee the publication of aeronautical maps and charts, in accordance with the standards that are recommended to be established".

This law also provides for the institution of a National Civil Aviation Operational Safety Program and defines its attributions and functioning.

In this 11th ordinary meeting of the fourth legislative session of the fourth legislature of parliament, deputies also discussed and generally approved the draft law that approves the statute of the National Civil Aviation Authority.
