State General Account 2019 with more than 100 recommendations

The Court of Auditors (TdC) has issued more than 100 recommendations, of a technical and legal nature, to the 2019 State General Account, for the "improvement of the exercise and external control" made by the parliament, it was announced this Tuesday.

The information was transmitted by the president of the TdC, Exalgina Gamboa, at the end of the ceremony of delivery to the National Assembly of the opinion of the body that oversees the General State Account for the 2019 fiscal year.

According to Exalgina Gamboa, the delivery of the opinion of the Court of Auditors on the General State Account stems from the request made by the president of parliament, "since it is usually taken into account in the appreciation of the document by the plenary.

"It is always a technical opinion, and not a political one, however, we reserve the right to issue this technical opinion that is delivered to the National Assembly," said the president of the TdC, in statements to journalists.

When questioned about the specifics of the recommendations that are contained in this opinion, the president of the Court of Auditors said that there are more than 100 that derive from the findings of the judicial body.

"The recommendations are many and they stem from the various findings. As you know, the OGE [General State Budget] is the management instrument of the executive, it is an extensive document, and we have more than 100 recommendations that derive from the findings that we have verified," she explained.

And these findings, he added, "can also be given to the Government to issue its contradiction, so the number of recommendations does not always reflect the positive or negative.

"These are findings, some of a technical nature and others of a legal nature, and are for improvements in the exercise of external control that is done by the National Assembly," he said, without, however, going into details.

For her part, the president of the commission of Economy and Finances of the parliament, Ruth Mendes, valued the delivery of the opinion of the Court of Auditors considering that it comes "within the legal deadline.

For Ruth Mendes, the exercise of the TC is a measure of external control of the acts of public administration and this body "plays a complementary role" to the political activity of the National Assembly.

"The technical assessment is made by the Court of Auditors, at the level of the parliament we make a political assessment," she said.

"It is true that we have to take into account the transparency of the acts of the executive, the execution of the State Budget as it is done, and we have to take all these elements into account, and therefore we also give some value to the opinion of the Court of Auditors," concluded Ruth Mendes.

The discussion of the General State Account for the 2019 economic year should be scheduled for next July, according to the MP from the People's Movement for the Liberation of Angola (MPLA).

This will be the second time that a General State Account will be considered by the parliament's plenary. The General State Account for the year 2011 was the first instrument of its kind considered in 2013 by the National Assembly.
