The proposed law providing for the amendment of the Property Tax Code was approved with 201 votes in favor, no abstentions and no votes against. The proposed law covering motor vehicle tax passed with 198 votes in favor and three abstentions.
As for the document on Expropriation for Public Utility, 194 Members were in favour and five abstained. As for the civil requisition law, 141 Members voted in favour, six against and 50 abstained.
The votes against the civil requisition law were from CASA-CE. According to Angop, the coalition justified its position by considering that this proposal restricts the right to strike. The abstentions came from UNITA, which admitted that this law violates the right to strike, provided for in the Constitution.
The civil requisition allows the State to use public and private entities to guarantee the normal functioning of essential services to the country, such as hospitals. This law can be used in cases where the safety or health of the population is compromised.
This new law determines that workers who go on strike and do not report to work, at a time when the state has appealed to the civil requisition, are committing a crime of disobedience.
