Luanda's stores, hotels and markets required to pay for garbage collection

Stores, hotels and warehouses in Luanda will be obliged to contract garbage collection with local operators, clean the adjacent areas and are forbidden to burn or place debris in public containers and sidewalks.

According to the order of the governor of the province of Luanda, Joana Lina, the measure applies to economic agents in the area of hotels, construction, large, medium and small commercial establishments, warehouses and markets that must now establish contracts for the collection of solid waste with companies that provide services in the municipality where they are based.

Seven companies started at the end of March to ensure the cleaning of nine municipalities of Luanda, divided into lots: Elisal (Empresa de Limpeza de Luanda) was responsible for the municipalities of Luanda and Cazenga, Er-Sol for Icolo and Bengo, Sambiente with Quiçama and Viana, Multilimpeza with Cacuaco, Jump Business with Belas, Chay Chay with Kilamba Kiaxi and the consortium Dassala/Envirobac with Talatona.

The garbage has been accumulating in an uncontrolled way in the streets of the capital since the end of last year, when the government of Luanda suspended the contracts with the collection companies due to the inability to pay the debt, causing the displeasure of the citizens and fears about the spread of diseases, due to the risks to public health.

The problem only began to be solved after the opening of a tender, in February this year, to select new operators, and the launching of an emergency operation in April coordinated by the central government and in which more than a dozen construction companies are participating on a voluntary basis.

In the order signed by Joana Lina, dated May 10 and published Tuesday in the Jornal de Angola, the provincial government said that recently there had been "the deposition on public roads and in public containers of boxes and other large-scale waste by economic agents operating in Luanda," a behavior it intends to put an end to.

The economic agents will have to send an estimate of solid waste production to the contracted operators and clean the areas surrounding their commercial establishments or hotels up to 50 meters.

They must also communicate to the companies in good time whenever an occasional waste production is foreseen in order to guarantee treatment and collection, and they are forbidden to do anarchic burning of garbage, disposal in public containers, sidewalks, vacant lots or other unauthorized places, including the disposal of aggregates for construction.

Violation of the rules is punishable by fines and penalties that can go as far as suspending the exercise of commercial activity.
