Angola defends exemption of property rights for covid-19 products

The initiative for temporary exemption of intellectual property rights for covid-19 products is welcomed by Angola. This initiative could help combat unequal access to vaccines, thus reducing the differences between countries.

Silvia Lutucuta, Minister of Health, who was speaking on Tuesday at the 74th World Health Assembly, noted that political power is being driven by covid-19, leading to countries having to change their priorities to adopt measures to combat the occurrence of a crisis in health systems.

Quoted by Angop, the governor said that the emergence of "new vaccines as a product of science and the human capacity for innovation and resilience opens a window of opportunity for a solution. However, the limited and unequal access to vaccines postpones the "ambitions of return to normality".

Asserting that the pandemic remains a threat, Silvia Lutucuta argued that it can only be overcome with joint and concerted responses.

For the minister, the worsening economic crisis is having negative consequences in the provision of health services and in the implementation of public health programs. It is also causing a delay in achieving the goal of universal coverage of primary health care.

The minister also talked about the vaccination passport. She does not agree that each region should have its own passport, arguing that the World Health Organization (WHO) should lead a process to create a universal passport, to avoid cases of discrimination and to ensure that no one is "left behind".

In her speech, Silvia Lutucuta praised the efforts of the WHO in fighting the pandemic, highlighting the attention that has been given to Angola.

She also called for the commitments of the Member States to be renewed, in order to "put an end to this pandemic, avoiding the next one and to build a healthier, safer and fairer world.
