The head of state's endorsement came via presidential dispatch 54/21, of April 29. In this document, João Lourenço approves a simplified contracting procedure by the material criteria for the construction contracts and the supervision services.

According to Rádio Nacional de Angola (RNA), more than half of the houses will be built in Cabinda and, for this reason, this province has the highest expenditure on direct adjustment.

3000 houses will be built in the province, which will cost the State a total of 397.1 million dollars. To this value we can add 9.9 million dollars destined for the supervision contract.

The remaining 2000 houses will be divided between the provinces of Cunene and Bengo. For the construction of the centrality of Cunene, where 1000 houses will be built, the state will have to disburse 182.9 million dollars, to which should be added another 4.5 million dollars for inspection services.

The same is true for the Bengo centrality, where 1,000 homes will also be built. The contract for the construction of this center will also cost 182.9 million dollars, to which must be added 4.5 million dollars for inspection services.

All in all, the construction of these three centers will cost the state about 763 million dollars. To this must be added another 19 million dollars for inspection.

The dispatch justifies this expenditure with the need to continue implementing housing projects under the National Urbanism and Housing Program.

According to the dispatch, the works are included in the Luminar Finance credit line, and it can be concluded that the works will be delivered to the Israeli Mitrelli group, RNA reports.
