Government says state of calamity is strategy to adapt to pandemic

The Minister of State and head of the Civil House said on Monday that the state of calamity does not mean a loosening of the prevention of the covid-19, but an adaptation strategy that will continue indefinitely.

Adão de Almeida said that the state of calamity depends on the evolution of the epidemiological situation and will last indefinitely, when it is decided that “the risk of contagion is insignificant”.

The official stressed that this is not a “relaxation”, but “a new strategy”, so they will continue to work to prevent “that there is no massive contagion”.

"These measures do not represent a relaxation, in some cases there is even a reinforcement of the measures, in some cases to better regulate some activities", he stressed.

The government official said that in the past 60 days the country experienced a state of emergency, in which several measures were adopted that included the suspension of fundamental rights.

According to Adão de Almeida, several tasks were carried out in the context of preparing the country for this situation.

"This period served to improve our service capacity and reinforce medical resources and improve the capacity for medical and medication assistance and biosafety materials", he underlined.

The Minister of State and head of the Civil House of the President of the Republic reported that the field hospital is practically completed and two more units are to be installed in two provinces outside Luanda.

Adão de Almeida also noted that the state of emergency served to prepare citizens for a new way of life, considering that they will live with the presence of the virus for some time.

"After assessing these 60 days and considering the various nuances, the President of the Republic decided not to extend the state of emergency and declares a situation of public calamity, an option guided by three principles," he said.

According to Adão de Almeida, there was caution in the analysis and decision, given the existence of the phenomenon and not neglecting the risk of spreading, stressing that the decision was taken “in a spirit of responsibility”, assuming that the country is still facing a complex situation .

The minister informed that there is no immediate reopening of services, using the adaptation strategy, and the reevaluation is constant.

A first group will be reopened within 15 days and the second 15 days later, thus continuing the fortnightly logic, advanced Adão de Almeida.

Regarding the borders, Adão de Almeida said that they remain subject to sanitary control, maintaining the possibility of obliging the pre-shipment testing of citizens who want to enter the national territory, as well as with participation in cases of institutional quarantine.

In the case of Luanda, the sanitary fence remains defined for an additional period of 15 days, until 23:59 on 9 June.

There is now a rule that recommends temperature control in the main public buildings and that, with the risk of community transmission, the authorities can determine a sanitary cord.
