Country moves forward with disconfinement in several stages from this Tuesday

The country is preparing to adopt new operating rules for public and private services from this Tuesday, according to a decree approved by the executive on Monday, which provides for a plan of disconfinement in several stages.

The government approved on Monday the declaration of a state of public calamity, with new rules for the prevention of the new coronavirus, which will start to take effect right after the third period of state of emergency that ended on Monday at 11:59 pm, preparing a "gradual process of return to normality of social life".

Public services will operate from 26 May with 50 per cent of the workforce, from 8 June with 75 per cent and from 29 June there will be a full recovery.

In Luanda, only on 29 June will it be increased to 75 percent and on 13 July will be reached the entire workforce, said the Minister of State and Civil House, Adão de Almeida, in presenting the new rules.

Among other obligations, it will be necessary to comply with a physical distance of at least 1.5 meters between employees and users, control the temperature at the entrance of the buildings, ensure that the place to wait for users carries only 50 percent of its normal capacity.

All public and private health units, as well as trade in goods and services in general, will also be reopened from 26 May, between 7 am and 7 pm, also in a phased presence of the workforce.

The establishments must ensure the mandatory use of masks, as well as other personal and environmental hygiene measures and prepare a specific safety plan for covid-19.

The maximum capacity of people within establishments must be posted and queues must be at least two metres apart.

These premises must provide hand sanitization solutions, located close to the entrance of the establishment and ensure sanitization at least three times a day of the sanitary facilities and spaces.

Industrial, agricultural and fishing activities will also be resumed from Tuesday, with mandatory use of masks by workers and physical distance.

In civil construction and public works, there will be a first phase from 26 May, for the beginning of urgent, strategic and priority public works and a second, from 8 June, for all other civil construction works.

The activities and meetings can also be resumed on Tuesday when held indoors, being limited to 50 percent of the room capacity and a maximum of 50 people, with a minimum physical distance of two meters between participants, mandatory use of mask and hand sanitizing at the entrance.

In open spaces the physical distance of two meters between participants must be observed, and the use of masks provided by the organizers is also mandatory.

Visits to hospitals are allowed from 29 June, as well as to prisons, class C, followed by class B, from 13 July, and class A, from 27 July.

The decontamination plan provides as general measures the general obligation to wear a face mask in enclosed spaces with a concentration of people, to comply with physical distance, to have hand sanitizing solutions at the entrance to public services and establishments, to carry out temperature control at the entrance to public services and establishments, and to comply with the recommendations of the health authorities.

Mandatory confinement for sick and actively supervised persons and the obligation to report to health authorities, regular sanitization of public and private spaces, provision of biosecurity means by employers, preference in restaurants and similar establishments for the use of disposable material, preference for appointment services and civic duty of home collection are also included in the plan.

On a global level, according to an assessment by the AFP news agency, the covid-19 pandemic has already caused almost 345,000 deaths and infected more than 5.4 million people in 196 countries and territories.

More than 2.1 million patients have been considered cured.

Angola has a total of 70 positive cases, four deaths, 18 recovered and 48 active cases.
