According to Expansão, the company admits that, at the moment, it is not ready to guarantee two important goals foreseen in the new urban solid waste collection model: the collection of the cleaning fee and the separation of garbage.
It should be noted that with this new model, which is already being implemented, most of the burdens pass into the hands of local administrations and the Provincial Government of Luanda (GPL) takes on the role of supervisor.
Cited by Expansão, a GPL source is confident that Elisal is well placed to win other contests.
In turn, Elisal's spokesman, Nelson Pascoal, also quoted by Expansão, made it known that the company only won the tenders for the municipalities of Luanda and Cazenga, adding that its performance in Belas and Cacuaco is the result of the revocations of contract revealed last year.
The official added that if the company intends to continue operating in these areas, it will have to apply for public tenders: "To continue operating in these areas, it is necessary to apply for public tenders, which have not yet been carried out".
He also made it known that the company intends to compete with other municipalities, but that is all. "We can say that Elisal intends to compete with the other municipalities but at the moment it is just that, an intention", he said.
"Only municipal administrations will be able to say who is well placed. On our side, we don't even know which companies are competing", added Nelson Pascoal in statements to Expansão.
