President opens tender for Mulenvos landfill concession

The Government opened a tender for the concession of the Mulenvos landfill under a public-private partnership regime, according to an order signed by the President, João Lourenço, published in the Official Gazette.

The Mulenvos landfill, located in the municipality of Viana, in Luanda, is the only landfill built in the country and was managed by the entity that manages the cleaning and sanitation in Luanda (Elisal).

According to the President, the solution of granting the landfill through a public-private partnership emerged as an alternative to a management supported exclusively by "ordinary resources of the Treasury," given the "budgetary constraints of the current situation" that made the model previously provided incompatible".

The aim is also to improve the waste management chain in Luanda, by optimizing the landfill infrastructure.

The choice of the state partner will be made through a limited tender by prior qualification open to the participation of foreign entities.

In recent months, the capital has been struggling with enormous problems due to the tons of garbage accumulated after the Provincial Government of Luanda terminated contracts with the collection companies.

To control the situation, army forces as well as about 3500 police personnel were mobilized to carry out clean-up work over the past weekend.

In December 2020, the governor of Luanda province, Joana Lina, announced the suspension of contracts with the waste management companies due to their inability to continue honoring their commitments.

In February of this year, the President allocated 44 million Euros for the removal of garbage in Luanda, which since the suspension of contracts with the operators is facing management difficulties in the cleaning and collection of waste, with piles of garbage in all areas of the province, a situation strongly contested by citizens.

The debt with the garbage collection companies in Luanda amounted to 308 million euros up to November last year.
