João Lourenço: Constitution must adapt to new realities while maintaining basic principles

The President of the Republic considered this Thursday that the concern with the stability of the basic principles and the longevity of the Constitution should not "eclipse the permanent analysis" of that law and its adaptation to new realities and contexts.

This position of the head of state was expressed in the message he sent to the president of the National Assembly, Fernando da Piedade Dias dos Santos, when he submitted the proposal for a punctual review of the Constitution of the Republic, which is under consideration in parliament.

The document, read by the Chief of Staff of the President of the Republic, Adão de Almeida, before presenting the proposal, underlines that the Constitution of the Republic of Angola, in force since February 5, 2010, is the main legal, political and programmatic structure and organization of the State and society.

According to the President, during the 11 years in force of the country's magna law, its quality is confirmed, as a Constitution adequate to reality, the assertiveness of its fundamental principles and its ability to define a project of society in which Angolans are review.

"It is my belief that we must continue to work for the consolidation of the fundamental principles of our constitutional order, for the continuous constitutional stability and consequent political and institutional stability and for us to have a Constitution as much as possible adjusted to our reality", said João Lourenço.

For the holder of executive power, the Constitution must remain "the main instrument for guaranteeing national unity and for the affirmation of a single and indivisible Angola, for the affirmation and structuring of a democratic rule of law, for the guarantee of a plural society where everyone is equal before the law "and where" political, ideological, religious, cultural or other options are respected by all ".

João Lourenço stressed that the desired stability and the active longevity sought by the constitutional text also depend on its capacity to not be surpassed by the social dynamics and to be permanently attentive to the relevant political, institutional, economic and social changes.

The proposal for a punctual revision of the Constitution of the Republic aims, among other aspects, continued João Lourenço, "to clarify the constitutional mechanisms of political oversight of parliament over the executive power, in order to improve the positioning and the institutional relationship between the two sovereign bodies. , ensure the right to vote for Angolan citizens abroad. "

The amendment also intends to "constitutionally enshrine the National Bank of Angola as an administrative entity independent of the executive branch, the deconstitutionalization of the principle of gradualism in the effective institutionalization of local authorities".

"I thought it was opportune to propose some clarifications and the correction of some inaccuracies, so that we can have a Constitution adapted to the moment and the context", said João Lourenço in his message.

The President expressed the wish that there be "an attentive, inclusive and profound debate and that it bring different and congregating contributions on the proposed themes" in the sense that the "Constitution remains alive, stable and adequate to the structural challenges of the country".
