The position was expressed this Friday by João Lourenço, at the opening of the III ordinary meeting of the Central Committee of the party.
According to João Lourenço, with the election of the new president of the CNE the possibility of holding the first local elections in the country is closer, as long as other conditions are overcome, namely the approval of the local legislative electoral package.
João Lourenço stressed the expectation surrounding the holding of local elections, "even without having been called yet".
The President of the Republic also addressed the controversy surrounding the election of the current president of CNE by the Superior Council of the Judiciary (CSMJ), pointing out that in a democratic state, the head of state, who has the power to do so, "cannot call any kind of election if there is no supporting legislation, especially when it comes to creating a new form of power".
"Regarding this new form of power, with the exception of a slight reference in the Constitution, which speaks of the need for its institutionalisation, some laws have been approved by the National Assembly, on the legislative initiative of the executive, but they do not yet complete the necessary package and have already been presented to the house of laws, the parliament", he said.
According to João Lourenço, it is also a necessary condition for the calling and holding of local elections that the CNE is in a position to exercise the role conferred by the Constitution and the law, "which presupposes that it has a president elected under the law and sworn in by the National Assembly".
"Paradoxically, those who claim to defend the rule of law in a state under the rule of law are the same ones who claim to violate the principle of the separation of powers, since the responsibility for electing the president of the CNE lies exclusively with the Superior Council of the Judiciary, but some deliberately seek to ignore and violate this principle," he said.
The National Union for the Total Independence of Angola (UNITA) has even brought an injunction before the Supreme Court to prevent the inauguration of Manuel Pereira da Silva as the new president of the CNE.
In this regard, João Lourenço stressed that "the only competence of the National Assembly is to confer office, without ever judging the competence and suitability of the judiciary".
"Just as between two sports teams, which are confronted in a match, neither of them chooses or interferes in the choice of the referee, also in politics between the political forces facing an election, it is an independent entity, in this case the CSMJ, which, according to the procedures established by law, chooses the president of the CNE, without interference from political forces, potential competitors to the plea," he stressed.
"This was not the stance of some politicians in our square, in addressing this issue fundamental to the holding of any elections," criticized João Lourenço.
