Angola and the European Union highlight investment in vocational training to reduce unemployment

Angola is investing in vocational training and technical education, through programs supported by the European Union, with the main objective of increasing the qualification and employability of young people, said members of the executive and of the European delegation.

The results of the activities developed through several projects in the field of education, technical education and vocational training, namely the programme Revitalisation of Technical Education and Vocational Training in Angola (RETFOP) were presented Wednesday in Luanda by the Minister of State for Economic Coordination, Manuel Nunes Júnior, the European Union ambassador and the ministers responsible for these areas.

Manuel Nunes Júnior highlighted the efforts of the government in the implementation of the National Programme for Staff Training and noted that "the country needs competent and committed staff for the cause of Angola's development", without which "it will not be able to carry out the numerous and complex tasks" that lie ahead.

Pointing out the European Union as one of the strategic partners in this area - through RETFOP, a program budgeted at about 20 million euros - the minister noted that the government is working with the EU in the area of technical-vocational education in order to ensure a better qualification of the workforce, to guarantee "higher levels of employability".

In a balance of the results of this partnership, he highlighted the improvement of statistical production, the training of teachers that will ensure teaching functions in technical-vocational education schools in Luanda and Huambo, the technical and technological means to equip laboratories and workshops, and the creation of a professional internship program.

The EU ambassador in Luanda, Jeannette Seppen, noted the importance of training and human capital in promoting employment for "a young population that grows every day," considering that RETFOP will help reduce unemployment.

The European official stated that technical-vocational education, but also entrepreneurship are key pieces in the Joint Path (EU-Angola cooperation agreement) that the European Union wants to pursue with Angola and the alliance between Africa and Europe.

Teresa Dias, Minister of Public Administration, Labor and Social Security, stressed that this is a "very valuable" program in the field of vocational training and said that currently 30 trainers are already working in the Integrated Technological Training Center (CINFOTEC) to benefit a universe of 1200 trainers.

He also welcomed the "success" of the professional internships, a program that has 320 thousand euros to support about 600 interns and said that communication is being worked on at the job center level, to improve the articulation between supply and demand.

The Minister of Education, Luisa Grilo, reinforced that "the employment issue has a lot to do with the qualification of the workforce", and the challenge is to improve technical and technological skills, as well as academic ones.

The Minister of Higher Education, Maria do Rosário Sambo, pointed out that this is "a gain for the country", stressing the need to guarantee the quality training of teachers in all levels of education.

"It is crucial that, from now on, there are projects like the one that is being implemented so that the higher education institutions progressively consolidate their capacity to provide training with technical and pedagogical knowledge," she declared.
