National Electoral Commission criticizes UNDP for unauthorized training

The National Electoral Commission (CNE) has criticized the United Nations Development Program (UNDP) for "providing training in electoral matters" without prior authorization.

According to Jornal de Angola, the statements made by CNE commissioner, Eduardo Magalhães, were made Tuesday after the plenary meeting of the body that organizes, executes, coordinates and conducts electoral processes.

Magalhães, cited in the same newspaper, said that the plenary, when appreciating the proposal of the training program that UNDP is providing in the country, verified that the programmatic contents and the body of trainers were not submitted to the appreciation and approval of CNE to "assess its conformity with the electoral legislation in force in Angola.

According to the official, this situation contradicts the CNE's deliberation dated December 3, 2020, on the anticipated presentation of the contents.

"There has always been a partnership between the CNE and the UNDP, in the field of training and, at this moment, there is an inconsistency with what is being done, because both the programmatic contents and the body of trainers, the rule establishes, according to the understanding of the two institutions, that it should always merit the prior approval of the CNE. This did not happen. The two institutions will work to correct this inconsistency," Eduardo Magalhães told Jornal de Angola.

Questioned by Lusa, the representative of the United Nations Development Programme in Angola, Edo Stark, said that the institution "has had a very good relationship with CNE", with whom it has been working since 2012.

"We are working on this issue and in contact with the CNE to understand what caused these concerns" and clarify the situation, Edo Stark pointed out.

The country has general elections scheduled for 2022.
