João Lourenço participates this Thursday in another quadripartite summit in Rwanda

The President of the Republic, João Lourenço, is travelling this Thursday to Rwanda where he will take part in a four-party summit devoted to conciliation between this country and neighbouring Uganda.

Besides the presence of the Angolan head of state, the meeting will bring together the presidents of Uganda, Yoweri Museveni, Rwanda, Paul Kagame, and the Democratic Republic of Congo (DRC), Félix Tshisekedi.

The meeting of the four African presidents, in the city of Gatuna/Katuna, on the border between Rwanda and Uganda, was decided at the group's most recent summit, which took place at the Presidential Palace in Luanda on 2 February.

At the time, the Presidents of Uganda and Rwanda pledged to refrain from any initiatives that might create the perception of support, funding, training or infiltration of destabilising forces on their neighbour's territory.

At the closing session of the meeting, unlike the summit held in August 2019 at which the Luanda Memorandum of Understanding was signed, no document was signed at this meeting.

"In any case, we consider that the few hours of work we had were quite fruitful. The aim is to monitor the degree of implementation of the measures provided for in the Luanda Memorandum, we have made some progress, in our view," said João Lourenço.

The final communiqué, read by the Minister of Foreign Affairs, Manuel Augusto, pointed out as progress the commitment of the Presidents of Uganda and Rwanda to "take subsequent steps towards peace, stability, good neighbourliness and the re-establishment of mutual trust".

The parties, according to the communiqué, also undertook to continue to favour permanent dialogue between the two countries for the development and well-being of their peoples.

At this summit, it was decided to release the citizens of both countries, duly identified and on the lists exchanged for this purpose, and to protect and respect the human rights of their citizens.
