“Firm decision”: Angola wants to climb 15 positions in 'Doing Business' in three years

The Minister of Economy and Planning, Sérgio Santos, said this Thursday that Angola wants to climb 15 positions in the ‘ranking’ Doing Business by 2022, a “firm decision” for which he has the help of the World Bank.

Last year, the country dropped four places in the Doing Business report, from 173 to 177 in the 190 countries analyzed. The World Bank's assessment includes criteria such as ease of opening a business, obtaining building permits, registering property, obtaining credit, fulfilling contracts, paying taxes or obtaining electricity.

This Thursday in Luanda, at the seminar “Doing Business 2020 and the Improvement of the Business Environment in Angola”, Sérgio Santos reaffirmed his commitment to improving Angola's position and the “very firm decision” to advance in the Doing Business indicator.

“Our goal, according to the National Development Plan, is to climb 15 positions by the year 2022”, affirming, adding that they count on the help of the World Bank to “understand to what extent” difficulties can be overcome.

"Much more vigorous action is needed on the part of the holder of the executive branch, but there is an unequivocal position that we need to improve", said the minister, recognizing difficulties at the legislative level with "many legal quarrels" that delay the processing of diplomas such as insolvencies, recently approved by the Council of Ministers and which “was being treated for more than three years”.

Another priority is to approve the single foreign trade window.

Speaking to journalists, the Secretary of State for the Economy, Mário João, stressed that the business environment is the “main driver of everything that is business activity in Angola” and will be “a vehicle” to bring investors to the country.

“[Investors] are used to having a simplified environment in the most varied geographies in the world. We must roll up our sleeves and be prepared to compete with other economies”, he reinforced.

He gave as an example of ongoing reforms that can contribute to this improvement, the implementation of the single window of foreign trade, simplified processes in construction, as well as the restructuring of the single 'window of companies, which is already ready to receive processes' online 'and the approval of the insolvency law, which was another “Achilles' heel” of Angola.

For the representative of the World Bank in Angola, Olivier Lambert, the ambitious objective of rising in the "ranking" will allow "to put Angola on the world map and attract the interest of international investors".

It recognizes, however, that “improving the business environment is difficult because it touches many institutions, processes, the entire organization of the State”, changes that need “coordination and very strong leadership”.
