Government to introduce electronic invoicing and reward citizens who request invoices

José Leiria, Chairman of the Board of Directors (PCA) of the General Tax Administration (AGT), reported that the country is preparing to introduce electronic invoicing for companies and the award-winning invoice regime for individual taxpayers.

Quoted in a statement from CIPRA, to which VerAngola had access, the person in charge explained that electronic invoicing will require "companies to communicate their invoices in a timely manner to AGT".

According to the AGT CEO, the implementation of this process will be done gradually, starting with large taxpayers.

Regarding the award-winning invoice system, the proposed presidential decree that determines the creation of the aforementioned instruments – considered last Monday at the first ordinary meeting of the Economic Commission of the Council of Ministers – foresees "regular awards for individual taxpayers who request invoices tax on their purchases, as a way of encouraging this habit and combating tax evasion".

According to the official, the idea is to "increase literacy" on the importance of requesting invoices: "The objective is to increase literacy on the importance of requesting invoices and ensuring that companies are inspected by end consumers," he indicated.

According to the statement, the draws for invoices will be held regularly for "various invoices that are requested in partnership with the National Gaming Institute".

José Leiria also announced that the details regarding the "prizes and the frequency of the awards will be defined by the Minister of Finance in an Executive Decree that will establish the rules for the awards".

However, he added that they are "working to make the prizes as attractive as possible."

"What we can already say is that, at our level, we are technically working to make the prizes as attractive as possible, thus allowing more taxpayers and consumers to ask for their receipts when they go shopping," he highlighted.

In addition to the Presidential Decree on the Legal Regime of Tax Invoices, the meeting, which was led by the President of the Republic, João Lourenço, also served to assess other proposals of a tax nature, such as the "Proposal for a Law that approves the Tax Code on Personal Income, which aims to adjust personal income taxation to best international practices, moving from a cellular matrix to a single taxation system".

The committee also considered the Bill to Amend and Republish the General Tax Code, which aims to "align tax procedures with ongoing reforms, ensuring greater speed, legal certainty and justice in the relationship between taxpayers and the Federal Revenue Service".

"Another proposal considered has to do with the Law to Amend the Tax Benefits Code, which seeks to adapt the legal-tax framework to new economic and tax realities", says the statement, which adds that the Bill was also considered at the meeting. which approves the Customs Code, "a diploma that modernizes the regulatory framework for customs activities, replacing the code in force since 2006 and adjusting it to the current structure of the AGT".

On that occasion, José Leiria clarified that "these measures, in addition to adjusting tax legislation to new realities, aim to strengthen the efficiency of tax administration and promote greater tax justice".
