Changes in the Government’s organization aimed to stop “overlap and duplication”

The Government said that the “overlapping and duplication” of tasks between ministerial departments were the factors that contributed to the specific change in its functional organization, with the extinction of the Ministry of Economy and Planning.

According to the Secretary of the President of the Republic for State Reform, Pedro Fiete, the specific changes in the organization and functioning of the executive, made on Monday by João Lourenço, focused only on macroeconomics.

"These changes are more limited to the executive sectors that deal with macroeconomics. At the moment, overlapping and duplication of some tasks between ministerial departments has been identified and it was considered opportune to eliminate this overlap from the outset in the field of macroeconomic sectors", said this Tuesday the person responsible.

Speaking at the Presidential Palace, in Luanda, Pedro Fiete stated that the newly created Ministry of Planning, whose head Vítor Hugo Guilherme was sworn in this Tuesday, will give greater focus to issues relating to the definition of policies in the field of national development.

In the previous framework, these issues were "somehow hampered due to a greater dynamic that was lent to the economic dimension. More than that, the Ministry of Planning starts to take on the issue linked to public investment", he observed.

This new Ministry must also ensure the public investment portfolio, previously managed by the Ministry of Finance.

The economic issue, within the scope of these changes, will be the domain of the Ministry of Industry and Commerce, as Pedro Fiete explained, with the purpose of "eliminating some overlap that, until then, existed between some initiatives that in the previous framework were also taken to cable by the extinct Ministry of Economy and Planning".

The Ministry of Industry and Commerce will also take on issues relating to support for the national business community and actions linked to the Production Support, Export Diversification and Import Substitution Program (Prodesi), previously managed by the extinct Ministry of Economy and Planning.

The head of State appointed, on Monday, Vítor Hugo Guilherme to the position of Minister of Planning, four new Secretaries of State for his Government and a new Secretary of the President for Economic Affairs, all of whom were sworn in this Tuesday.

According to the President's Secretary for State Reform, these specific changes are related to the need to create a new dynamic in government action and ensure greater efficiency in the provision of public services.

Pedro Fiete admitted that other changes could arise at any time in the Angolan government apparatus "depending on the dynamics of national development and governance itself".

According to him, the Government is evaluating the possibility of creating a public institute for the management of public assets, currently managed by a national directorate of the Ministry of Finance.

"Essentially, we are looking for a new approach to the management of public assets, instead of limiting ourselves to acts of registration. A new proposal is on the table that should transform this national directorate, eventually, into a public institute, but it is a topic that is still on the table", he concluded.
