Parliament needs funds to pay health and maintenance debts of the building

In the document, the deputies also mention that funds are needed for the acquisition of biosafety material due to the covid-19 pandemic.

In the area of planning and finance, he recommended that subsidies for energy and fuel should not be withdrawn, "to avoid rising prices and costs of maritime, port, fishing, agricultural and related activities, in order to encourage national entrepreneurship".

The government has been analyzing for some years the withdrawal of fuel subsidies, which cost the state oil company about 1.6 million euros annually, according to the chairman of Sonangol's board of directors, Gaspar Martins, in September.

The ministerial departments were recommended to listen to the social partners during the elaboration process of the GSB, with a view to sharing information for a better allocation of funds, with the definition of the appropriate priorities.

The executive was also recommended to monitor the evolution of the price of oil in the international market and "if there is a marked change propose a budget review.

The GSB for the economic year 2021, with fixed revenues and expenses estimated at 14.7 billion kwanzas, was prepared with the reference price of 39 dollars a barrel of oil, reflecting an increase of 9.9 percent compared to the revised GSB in force.

The document recommended for the diplomacy area, that from 2021 all revenues resulting from payments made at diplomatic missions, consular offices and trade representations, including those arising from the return of Value Added Tax (VAT), if any, should be included in the revenues by economic nature of the budget unit Ministry of Foreign Affairs.

"That all managers of diplomatic and consular missions who do not account for the financial resources and assets allocated to the respective budget units are held accountable, on the basis of the law," reads the draft resolution.

During the discussion, the Secretary of State for Budget and Public Investment, Aia-Eza da Silva, criticized the lack of accountability of the Ministry of Foreign Affairs in the funds that were allocated to settle debts of diplomatic missions in Angola.

In the area of social action, family and women's promotion, the deputies recommended that the housing program find a solution for the re-housing of about 3,000 families displaced for over a decade from the former "Chicala" on the island of Luanda, who are in a vulnerable situation.

The reinforcement of the bus fleet of public transport operators in the city of Luanda to reduce the long queues of passengers at the stops was also one of the 121 recommendations made by the MPs and vehicles.
