According to CNE spokesperson, Lucas Quilundo, who was speaking to the press at the end of the act of surrender, this is a legal imperative that establishes that the Government, annually, by December 15, must deliver the computer file of older citizens to the CNE.
Lucas Quilundo said that there is permanent collaboration between the Ministry of Territory Administration and State Reform (MATRE) and the Ministry of Justice and Human Rights to clean up the database of deceased citizens, "thus avoiding the creation of a situation of possible artificial abstention".
"There is this joint work that has been done, it was mentioned that MATRE and the Ministry of Justice and Human Rights go hand in hand, as well as there is a hand in hand between the executive and the CNE regarding this stage of the unofficial electoral register", he stressed.
The official stressed that "it is through the computer file of older citizens that the CNE produces the electoral rolls, as a working tool for the polling stations".
"It is important to mention that this is a delivery that must be made annually under the law, without neglecting that, also under the law, a similar act must be carried out within ten days after the call for elections by the President of the Republic", stressed.
More explicitly, Lucas Quilundo clarified that the law determines that, in election years, the computer file of older citizens must be handed over within ten days after the call for elections.
"Date from which these voter registration data become unalterable, that is, after this date it is no longer possible to change voters' data, therefore, they become unalterable and consequently the electoral registers are also closed," he said.
