The Government, in a statement to which VerAngola had access, informs that this pension is intended for those who, "linked to the general and special social security regimes, have completely lost their work wages due to a situation of absolute disability".
This Thursday, at the 11th Ordinary Session of the Council of Ministers, which was guided by the President of the Republic, the body assessed the Draft Presidential Decree that approves the Social Legal Regime on Absolute Disability.
After the session, in statements to the press, the Minister of Public Administration, Labor and Social Security, Teresa Dias, "justified that in the past there was a higher statistical number of retired disabled people, in relation to the number of retired people".
According to the minister, this fact "represents a lack of transparency and rigor that would culminate in the unsustainability of the social security system, which led to the suspension of the regime's applicability", says the statement.
It is worth noting that the document (Draft Presidential Decree that approves the Legal Regime of Social Protection in Absolute Disability) establishes absolute invalidity "every disabling situation of non-professional cause determining physical, sensory or mental incapacity, total and permanent, for all and any profession or work, duly certified by a competent body".
Furthermore, the council also considered the Draft Presidential Decree that creates the Disability Assessment and Verification Service (SAVI) and approves its regulations.
According to the statement, SAVI concerns a specialized body of the National Social Security Institute, whose main mission is to verify and confirm deficiencies, in order to enable access to social benefits.
Teresa Dias said that this body "will have qualified professionals in the assessment of deficiencies, with best practices and standards, consistency, impartiality, transparency in carrying out exams of any nature, in addition to reviewing medical records and analyzing reports".
On the table of the Council of Ministers there were also documents related to the Health sector. On the occasion, the council members also analyzed the Draft Presidential Decree that approves the National Disability Table.
"The diploma defines the medical criteria for the assessment of disabled people, thus avoiding randomness in determining temporary or permanent, partial or absolute disabilities, with emphasis on absolute permanent disability that gives access to social disability benefits, within the scope of the Mandatory Social Protection System", reads the statement.
On the occasion, the head of Public Administration, Labor and Social Security explained that "this regime of absolute incapacity due to non-occupational illnesses was an area that was not covered by her secretariat, due to the fact that occupational illnesses and accidents were covered by their own employers in accordance with the current regime".
Thus, she explained that one of the requirements approved to evaluate those insured by the National Social Security Institute has to do with "contribution in a continuous or interpolated manner over a period of at least 60 months".
As for the value of the pension, she clarified that it will correspond to 70 percent of the average monthly contributory remuneration for the last 24 months prior to the incapacity condition.
At the meeting, the body also considered other documents, such as the Bill on Clinical and Biomedical Research, which "provides a better legal framework and ensures the production of knowledge in health, with a view to guaranteeing citizens' right to health", and will now be sent to the National Assembly.
