PRS-FNLA: increase in public service salaries “is noble, but fails due to opportunity”

The PRS and FNLA parties, in opposition, considered this Wednesday that the proposal for a 5 percent salary increase for public service in 2024, despite being noble, “fails due to the opportunity”, because “it is inefficient” for expenses.

The mixed parliamentary group Social Renewal Party (PRS) and National Front for the Liberation of Angola (FNLA), pointed out that the executive, when proposing this salary increase, did so only to "comply with a legal requirement".

Both opposition parties, in their political declaration presented this Wednesday in the National Assembly, said that the aforementioned salary increase planned for 2024 is far from returning the purchasing power of the Angolan worker.

"Far from this increase being able to have an impact on the salary of those who receive it or bring some efficiency to their expenses. The gesture is noble, but it fails due to its timeliness", said deputy Benedito Daniel, who presented the political declaration.

Speaking at the opening of the plenary session on the discussion and voting on the proposal for the General State Budget (OGE) 2024, he said that the executive policies designed reflected in the document "are far from responding to the aspirations of citizens".

"Unfortunately, this objective falls far short of what was desired, with the economy affected by various international fluctuations, the executive is unable to find valid instruments for income redistribution and compensation caused by market mechanisms", he pointed out.

The PRS and FNLA even say that there is "ambiguity" in the Government's policies that aim to restore the purchasing power of the population, affected by the sharp devaluation of the kwanza and the galloping rise in basic food products.

"We consider the positive note in relation to the construction of health infrastructures and the recruitment of the respective professionals, however, a formula must be found so that these services reach a universal nature for the majority of citizens", concluded Benedito Daniel, deputy and president of the PRS.

The 2024 OGE estimates revenues and establishes expenses of 24.7 billion kwanzas and includes an amount of 50 billion kwanzas to ensure new hiring, promotions and career progression for public administration professionals.

"As a result of the 5 percent salary adjustment in the civil service and the additional of these measures, it is expected that the salary bill will increase by 8.6 percent", states the report justifying the OGE 2024 proposal.

According to the Ministry of Finance, the executive also remains committed to continuing to support the promotion of private initiatives that accelerate job creation.
