Deputies approve of the report in the generality of the amnesty law

The government approved, on November 8, the proposal of amnesty law, for common or military crimes with prison sentences up to 10 years, committed by nationals or foreigners in the last seven years, except for embezzlement and laundering of capital.

The document, now already in Parliament for discussion and approval, was approved at the Extraordinary Session of the Council of Ministers, guided by the President of Angola.

At the end of the meeting, the Minister of Justice and Human Rights, Marcy Lopes, told the press that the bill covers the crimes committed between November 12, 2015 and November 11, 2022.

Marcy Lopes indicated that the proposal presented by the executive holder aims to enforce all common crimes with prison up to 10 years, committed by national or foreign citizens, with some exceptions in the typologies of crime, including embezzlement and laundering of capital.

"As is well known, in 2015, the last law of amnesty was approved. This is why the temporal scope of this proposal of law, which now submits to the National Assembly, has this temporal spectrum," said the minister.

The holder of the Folder of Justice and Human Rights stressed that the legal diploma also proposes to be amnesty for military crimes punishable by prison up to 10 years, except for intentional crimes, committed with violence and which has resulted in death.

"There is also a generic forgiveness to the agents of crimes that have not been covered by amnesty and this forgiveness goes in the order of a quarter of the penalty that was applied to these citizens," he said.

According to Marcy Lopes, the willful crimes committed with violence or threat to people are not covered in the proposal, which resulted in death or when there was a more accurate firearm use the violent crimes.

Crimes of drug trafficking and psychotropic substances, which are not of less seriousness, that is, "all crimes that understand drug trafficking and have a greater scope will not be amnesty," the minister explained.

The ruler stressed that the crimes of trafficking in persons or sex trafficking of persons, arms trafficking and war ammunition, sexual crimes with penetration, sexual crimes against minors or those who have been committed by means of sexual aggression and crimes of promotion and assistance to illegal immigration.

The list of excluded crimes also includes those of embezzlement, money laundering, environmental, those resulting in vandalization, destruction or deprivation of public goods.
