Government plans self-construction projects to counter lack of homes

The Council of Ministers recommended this Friday to the governors of 17 provinces in the country, with the exception of Luanda, to draw up intervention plans, which should include projects to allow self-construction, in order to combat the lack of housing.

The Minister of Territory Administration, Dionísio da Fonseca, said that the registration of subdivision projects for self-construction, in these provincial plans, aims to respond to the problem of lack of housing, especially for young people.

"In the field of housing, we will prioritize the preparation of municipal master plans so that municipal administrations and provincial governments can implement subdivision projects and then facilitate the process of directed self-construction and in this way reduce or improve the problem of lack of housing, especially young people", said this Friday the minister.

Speaking at the end of the special session of the Council of Ministers, guided by the President, João Lourenço, the minister underlined that the provincial integrated plans will also include multisectoral projects.

Projects for the supply of water and electricity, basic sanitation, health, education are also included in these plans, which must also include the participation of private actors for the production of essential goods.

These integrated plans, noted Dionísio da Fonseca, will look "with great attention" to the most urgent problems of each of these provinces, namely in the field of education, health, "where attention is intended to focus on the construction of health units", such as "health posts and centers and municipal hospitals, given that during the last term of office a large investment was made to the tertiary levels of the national health system", he stressed.

A large part of the projects included in the integrated plans will be financed by ordinary resources from the Angolan Treasury or by credit lines, which are already being mobilized, assured the minister of Territory Administration.

"We have limited resources and, therefore, it will be necessary to respect the budget ceilings predefined by the Government's economic team and ensure that the projects are at this stage in progress", he concluded.

On Thursday, the Government approved the Luanda Integrated Intervention Plan (PIIL), which includes 2786 projects, estimated at over 12 billion kwanzas, to be implemented over the next five years.

The PIIL portfolio includes the requalification and construction of primary and secondary roads, drainage ditches, public lighting, health and education infrastructures and the requalification of several neighborhoods in Luanda over the next five years.
