Government gives 'green light' to the Planagrão action plan

The Action Plan of the National Grain Production Plan (Planagrão) saw 'Verde Light', this Monday, in the 2nd Ordinary Session of the Economic Commission of the Council of Ministers, which took place in the Presidential Palace and was Guided by the President of the Republic, João Lourenço.

This plan, which has 10 domains, comprises the activities to be developed to materialize and reach the objectives of the program, which aims to promote the production of corn, soybeans, wheat and rice in the provinces of the east of the country, reducing dependence from abroad of these products.

The governance of the plan, the operation of the multisectoral commission for the execution of the program as well as the technical unit of monitoring, legislation, land bank to simplify the access of promoters, infrastructure, inputs and financing, are among the 10 domains, according to Milton Reis, Secretary of State for Planning, quoted by Angop.

According to Milton Reis, the executive will provide legislation on the land of land for any national and foreign investors, in access to land portions, as well as creating a land bank, to facilitate access to land by promoters.

"The executive is already identifying through the Ministry of Public Works and Housing and also agriculture and forests, with the support of provincial governments, the areas where land are available for the production of these grains and a land bank will be created, where Prosecutors will have access, "explained Milton Reis, noting that the subdivision of these installments will be made.

According to the ruler, the east provinces are preferably chosen for the Planagrão, but the implementation may be throughout the national territory.

The government will also build infrastructures in the priority regions and create a strategy of making input availability so that the process of development and production of these grains occurs without much embarrassment.

He also made known that another of the domains is attached to the attraction of foreign investment. Thus, the realization of 'roadshows' abroad is expected to expose the country's potentialities to attract investors.

Board training and scientific research initiatives in agrarian matters, also concerning the creation of conditions for the flow and transformation of production are also also provided for in the action plan.

It is recalled that with the Planagrão, valued at 2.2 billion kwanzas, it is expected to reach food self-sufficiency as well as generate employment, among other aspects.

This program supposes a financing of about 1.7 billion kwanzas that will be operationalized by the Angola Development Bank (BDA), through the National Development Fund, and 100 billion kwanzas operationalized by the Angolan Active Capital Active Fund (Facra) Addressed to the support of companies.

The Planagrão aims to increase the production of the four referred grains from 3,026,140 tons made in 2021 to 6.104.282 tons in 2027, the year until this initiative extends, writes Angop.

At this Monday's session, the Council also approved the National Fisheries (Planapescas) 2023-2027.
