The relief measures, contemplated in the presidential decree on the public calamity, which will be in force between November 30 and January 5, were released on the same day that Angola also announced the closing of borders with several African countries to try to control the a new variant of the covid-19 virus, identified in South Africa, which is causing worldwide alarm.

The Minister of State and head of the Civil House of the President of the Republic, Adão de Almeida, in the announcement of the measures that update the new presidential decree of calamity, explained that the objectives are, on the one hand, to respond to the trend of the epidemiological situation in Angola, which has seen a significant reduction in the number of cases and deaths, but also "understand what the international dynamic is".

Among the main changes to the new decree is the requirement for a complete vaccination certificate against covid-19 to access public service competitions, travel abroad and interprovincial travel in public transport.

Motorcycle taxi drivers, public and private service workers will also have to be holders of certificates. It also exists for educational establishments (over 18 years old), restaurants, commercial establishments, places of worship, cinemas, museums, gyms, casinos and music shows .

Those who do not have complete vaccinations can have a negative test that lasts for seven days.

In parallel with this requirement, the executive will also ease some restrictions that coincide with the festive season approaching, as of December 15th.

From this date onwards, commercial establishments will be able to open beyond 22:00, as well as restaurants and similar that open their opening hours until midnight, the same being true for music shows, casinos and game rooms.

Also from December 15th, home gatherings are no longer limited to a maximum number of 15 people, depending on the capacity of the space, parties are also allowed in halls, as long as they do not exceed 50% of the capacity, and having the mandatory presentation of the vaccination certificate or presentation of a negative test.

Funeral ceremonies can have up to 50 participants, as long as the cause of death is not covid-19.

The quarantine rules are maintained: citizens who return to the country meet up to seven days, being exempt if they have complete vaccination, except if they come from the seven countries with which Angola announced the closing of borders (South Africa, Botswana, Essuatini, Malawi, Mozambique, Namibia and Zimbabwe) which will be subject to home quarantine of up to 14 days.
