"Following the publication of Instruction No. 12/2021, 14 September - which establishes the rules on cash withdrawal operations in TPA (Automatic Payment Terminal), Banco Nacional Angola informs that six commercial banks have started to provide the cash withdrawal service through TPA to its merchant customers, namely: BCI, BAI, Banco Yetu, BIR, BCS and BNI. cent of the total of Automatic Payment Terminals in the whole country", can be read in a note made available by the BNA on its website.
The central bank indicates that merchants can subscribe to this service, through "the conclusion of an acceptance contract between the commercial bank and merchants", which indicate that the parties are obliged to guarantee "the authenticity of the banknotes delivered to customers and the its quality".
In addition, the parties must also ensure "the availability of sufficient information to detect counterfeit banknotes and the guarantee of verification of the authenticity of the banknotes by merchants, depending on the volume of withdrawals that occur in each commercial establishment".
The BNA adds that the cash withdrawal service via TPA comprises three operations: "purchase with withdrawal from TPA, withdrawal with a card from TPA and withdrawal without a card from TPA", and "in the first two cases, the withdrawal is carried out with the use of the Multicaixa card and in the latter case, the withdrawal is carried out through the Multicaixa Express application, an ATM or Homebanking, where the order is previously made, generating a 10-digit reference and a code that will enable the operation" .
The note also states that merchants who provide this service must post "in a visible place of the respective commercial establishment, information on the availability of the withdrawal service in TPA".
