Civil service admissions frozen in 2021

New admissions to the civil service will not be allowed in 2021, according to the preliminary version of the General State Budget for 2021, which also prohibits the payment of overtime, except in the health sector.

The OGE proposal, delivered on Friday in the National Assembly, states that "new admissions that take the form of an increase in the civil service wage bill" will not be permitted in 2021, and may only occur in cases duly justified and approved by the President of the Republic.

Only admissions of new employees to the Public Administration will be allowed to fill vacancies arising from retirement, abandonment, dismissal, transfer, death or other circumstances provided for in a proper law.

During the economic year 2021 it is also "forbidden to process overtime, except for the special regime in the health sector.

The promotion processes of civil servants may only advance after the conclusion of the civil service re-registration process and through multi-annual programs of three to five years, subject to the existence of a vacancy in the framework, the holding of a competition and the existence of a budget allocation, and also "the approval of Remuneration Statutes whose indices differ substantially from the Civil Service" is suspended.

The GSB also stipulates remuneration limits for civil servants who accumulate functions in the education, health and higher education sectors.

The GSB for 2021 includes estimated revenues of 14.12 billion kwanza and expenses fixed at an equal amount for the same period.
