EU and Camões support judicial training to fight corruption in Angola

The European Union (EU) and the Instituto Camões will support a specialized training action for Angolan technicians and justice officials to train these professionals in money laundering, corruption and organized crime.

The first phase of the training, under the Project to Support the Consolidation of the Rule of Law in the PALOP and East Timor, PALOP-TL (PACED), will take place in November and December, with the opening ceremony scheduled for Monday at 10 a.m., with interventions by the Ministers of Justice of Portugal and Angola.

The action is aimed at 31 technicians and justice officials from different institutions (Supreme Court, Superior Council of the Judiciary, Attorney General's Office, Criminal Investigation Services and provincial courts) and responds to a request from the Angolan authorities in view of the need for specialized training, indicates a statement from PACED.

The aim is to train professionals "in the different stages of criminal proceedings relevant to money laundering, corruption and organized crime, but also to create a pool of Angolan trainers in this specific area, capable of replicating knowledge in national training.

The training comprises three phases: the first, delivered by videoconference, takes place between 23 and 27 November and 14 and 18 December 2020 and integrates the training of trainers and the development of teaching resources.

The second and third phases, to be held in Angola in 2021, include national training and, finally, the consolidation of knowledge and evaluation of trainees.

The training, which will be provided by the Training Centre of the General Directorate of Justice Administration of the Ministry of Justice of Portugal, in articulation with the National Institute of Judicial Studies (INEJ) of the Ministry of Justice and Human Rights of Angola, is financed by the European Union and by Camões, Institute of Cooperation and Language, which manages the program.

The PACED is scheduled to last until December 2020, and has a budget of 8.4 million euros (7 million financed by the European Union and 1.4 million by Camões).

The program has been working "on a regular and active basis with various Angolan national authorities, namely the Presidency of the Republic, the Supreme Court, the National Bank of Angola, the Ministry of Justice and Human Rights, the Attorney General's Office of the Republic of Angola, the Financial Information Unit and the Ministry of the Interior - Criminal Investigation Service (SIC)," adds the statement.
