Complexity of corruption and sophistication of means call for international cooperation, says Justice Minister

The Minister of Justice and Human Rights considered this Wednesday that the social complexity of phenomena such as corruption and the sophistication of the means used call for international cooperation and the contribution of all national social actors.

Francisco Queiroz opened this Wednesday the 1st online graduation course on the Legal Regime of the Fight against Corruption, Money Laundering and Organized Crime, promoted by the José Eduardo dos Santos Law School, in the province of Huambo, and the Institute of Legal Cooperation of the Lisbon University Law School.

The governor stressed that this training, which is aimed at 90 participants, including judicial magistrates, public prosecutors, criminal investigation police, central bank technicians and financial training units, is taking place at a time when there is a broad movement to moralize society and the executive's political agenda has the fight against corruption and impunity at the top of its priorities.

According to Francisco Queiroz, corruption, money laundering and organized crime "are social evils that generate enormous damage to the economy, with negative repercussions on the quality of life and access to essential goods by the population, especially the most needy and vulnerable.

"Unfortunately, many continue to prefer this path, often relying on a certain state of impunity, fed by the fragility of institutions for the prevention and repression of these conducts," he said.

Prevention, continued the minister, is the most sustainable way to fight these and other associated practices.

"Education, whether at this postgraduate level or at other levels, shows itself to be the best way to reach this end," he stressed.

Francisco Queiroz highlighted the set of legislation that the State recently approved to combat corruption, money laundering, terrorist financing, organized crime and other practices, so the training started this Wednesday will allow to deepen the scientific knowledge of these laws, the causes of the phenomenon of corruption, the dogma of its study and the doctrinal visions developed so far by the academy.

"The subjects that will be taught in this course, including the recovery of assets based on the experience of Angola, the fight against organized crime, including drug trafficking, and transnational legal cooperation, as well as the application of sanctions in the international scope, in criminal matters, are very valuable and will certainly provide operators of law with fundamental tools for the exercise of their activity," he said.

The training also has the support of PACED - Project to Support the Consolidation of the Rule of Law in the PALOP (Portuguese-Speaking Countries) and in East Timor, financed by the European Union and co-financed and managed by Camões - Institute of Cooperation and Language.

The training is a response to the need for specialized training, with the aim of improving the skills of professionals who, in the different institutions, have responsibilities in preventing and combating crimes of corruption, money laundering and organized crime.
