National geographic cadastral institute records thousands of cases of land conflict

The Angolan Cadastral Geographic Institute (IGCA) receives daily from the justice authorities a multitude of documents on land conflicts, from individuals and companies, in Luanda, with greater emphasis on the urban area, said the person responsible for the institution.

According to the coordinator of the IGCA Management Committee, Conceição Cristóvão, the cases received about the land conflict are "in the order of thousands".

"There are many, we receive documents every day from the SIC [Criminal Investigation Service], the PGR [Attorney General's Office], where conflicts are at an interpersonal level, that is, between natural persons, and also between legal persons, that is, between companies and individuals", said Conceição Cristóvão, speaking to the press on the sidelines of the seminar on "The Future of Land Management in Angola" held this Tuesday in Luanda.

Conceição Cristóvão stressed that there have been overlaps in concessions to entities that receive land for agriculture, for diamond exploration, for forestry, for example, and, if a single basis for land management is not created, "the risk of overlaps is very large".

According to the coordinator of the IGCA Management Commission, technological and human bases are being created for efficient land management, stressing that the National Registration System and the Building Identification Number will be created for rustic and urban areas, as well as land.

Regarding the Integrated Land Registry System, Daniela Pinto, director of Geodata Angola, a subsidiary of the Israeli Mitrelli group, which cooperated in holding the event, said that it aims to bring together all the country's land information, from land concessions at national level.

Daniela Pinto said that there are some challenges in implementing the system, which involves access to communications, especially in provinces where there are communication difficulties and less adequate infrastructure.

"At this moment, in addition to the 400,000 plots that were subject to legal regularization of the State's Housing Heritage, a project carried out with the Ministry of Justice, there is also work that we announced today from IGCA technicians, we can say that at this moment we have almost 3000 concessions already introduced into the system", she highlighted.

For Conceição Cristóvão, the IGCA must be a valid contributor in collecting revenue for the State, stressing that the Management Committee ends its mandate on November 10th and will deliver the results of the diagnosis made to the Government.

The official reiterated that conflicts in urban and peri-urban space "are very large, between people who hold titles and others who also appear with titles, in addition to profiteers".

"The State must have the obligation to have political courage to make decisions, power cannot be in the streets. Those who are prevaricators must be called to reason, show that no one should appropriate what is not theirs. And we have people, ex-military, ordinary citizens, who, using I don't know what, go and want to appropriate what is not theirs", she highlighted.
