Parliament summons deputies to discuss dismissal of the President

On Thursday night, the National Assembly summoned the deputies who are members of the permanent committee to a meeting, this Friday, following the delivery of the UNITA parliamentary group's proposal for the dismissal of the President of the Republic.

The call for the meeting to which Lusa had access contains two items on the agenda: information to deputies about UNITA's proposal, and the call for a plenary meeting for the 14th of October.

The standing committee is the body of the National Assembly that functions in place of the plenary, in certain circumstances, namely between the end of one legislature and the beginning of the next, at the intervals provided for in the NA regulations, and outside the period of effective functioning of the parliament. .

It is composed of the president of the National Assembly, Carolina Cerqueira, the vice-presidents and secretaries of the table and the presidents of the parliamentary groups, specialized committees, the Board of Directors of the National Assembly, the group of women parliamentarians and twelve deputies appointed in proportion to the political parties.

Among its responsibilities is the possibility of convening the National Assembly extraordinarily, given the need to analyze specific urgent matters.

The parliamentary group of the National Union for the Total Independence of Angola (UNITA), announced this Thursday the delivery of the initiative to dismiss the President of the Republic.

In a press conference preceding the event, the leader of the Liberty Chiaka parliamentary group stated that this is "a very important day for the development of Angolan democracy".

Liberty Chiaka said that, after delivering the document, the National Assembly "will do everything to resolve the matter", establishing the law that the Plenary of the National Assembly meets urgently, to organize the process.

"The President of the National Assembly [Carolina Cerqueira] convenes the plenary to meet urgently and create, by deliberation in a secret vote approved by an absolute majority of the deputies in office, an Occasional Committee, in order to prepare an opinion report on the matter, within the deadline set", he explained.

The leader of the UNITA parliamentary group highlighted that, once the opinion report has been completed, the president of the National Assembly has 72 hours to call an extraordinary plenary meeting, to comment on it.

In the extraordinary plenary, the report is discussed and the plenary approves a resolution on the matter by secret vote, by a majority of two thirds of the deputies in full office, after which the procedural petition must be sent to the Supreme Court, for possible criminal proceedings, and the Constitutional Court to verify the compliance of the process deliberated by the National Assembly.

The conclusion of the process of dismissal of the President of the Republic has absolute priority over any other matter of the National Assembly and must end within a maximum period of 120 days from the date of receipt of this initiative, he said.

"We, people's deputies, who signed the document, are aware that this initiative reflects the general will of the vast majority of the Angolan people, on which the Republic of Angola is founded and that it is fully justified to stop subversion and restore the Government system enshrined in the Constitution", highlighted the deputy.

The initiative, which was publicly announced in July this year, is based on a serious violation of the Constitution of the Republic, by attacking the Democratic Rule of Law, through the subversion of budget execution rules, the market economy and the republican system. , as well as for the practice of corruption, embezzlement, influence peddling and repeated practice of nepotism.

According to Liberty Chiaka, the initiative's foundations include favoring and protecting citizens in conflict with the law, violations of the Constitution that seriously undermine the regular functioning of institutions, among others.

The document, with around 100 pages and more than 200 articles, was signed by 90 UNITA deputies, identifying more than 200 documentary pieces of evidence and naming 40 citizens as witnesses.
