UNITA delivers the process of dismissal of the President of the Republic to parliament

The UNITA parliamentary group handed the initiative to dismiss the President of the Republic to the president of the National Assembly, which, said its leader, implies an urgent meeting of parliament.

In a press conference preceding the event, the leader of the parliamentary group of the National Union for the Total Independence of Angola (UNITA), Liberty Chiaka, stated that this Thursday is "a very important day for the development of Angolan democracy".

Liberty Chiaka said that, after delivering the document, the National Assembly "stops everything to resolve the matter", establishing the law that the Plenary of the National Assembly meets urgently, to organize the process.

"The President of the National Assembly [Carolina Cerqueira] convenes the plenary to meet urgently and create, by deliberation in a secret vote approved by an absolute majority of the deputies in office, an Occasional Committee, in order to prepare an opinion report on the matter, within the deadline set", he explained.

The leader of the UNITA parliamentary group highlighted that, once the opinion report has been completed, the president of the National Assembly has 72 hours to call an extraordinary plenary meeting, to comment on it.

In the extraordinary plenary, the report is discussed and the plenary approves a resolution on the matter by secret vote, by a majority of two thirds of the deputies in full office, after which the procedural petition must be sent to the Supreme Court, for possible criminal proceedings, and the Constitutional Court to verify the compliance of the process deliberated by the National Assembly.

The conclusion of the process of dismissal of the President of the Republic has absolute priority over any other matter of the National Assembly and must end within a maximum period of 120 days from the date of receipt of this initiative, he said.

"We, people's deputies, who signed the document, are aware that this initiative reflects the general will of the vast majority of the Angolan people, on which the Republic of Angola is founded and that it is fully justified to stop subversion and restore the Government system enshrined in the Constitution", highlighted the deputy.

The initiative, which was publicly announced in July this year, is based on a serious violation of the Constitution of the Republic, by attacking the Democratic Rule of Law, through the subversion of budget execution rules, the market economy and the republican system, as well as for the practice of corruption, embezzlement, influence peddling and repeated practice of nepotism.

According to Liberty Chiaka, the initiative's foundations include favoring and protecting citizens in conflict with the law, violations of the Constitution that seriously undermine the regular functioning of institutions, among others.

The document, with around 100 pages and more than 200 articles, was signed by 90 UNITA deputies, identifying more than 200 documentary pieces of evidence and naming 40 citizens as witnesses.

Chiaka stated that the process is about political accountability for crimes (allegedly) committed by João Lourenço, in the exercise of a political position, President of the Republic, highlighting that it is not criminal in nature, but rather political-administrative, and also stressing that that dismissal "is not personal punishment."

"It is very clear that the State has failed, the Government has exhausted its capabilities, life is difficult and the country needs to regain hope to build the future", declared Liberty Chiaka.

According to the leader of the UNITA parliamentary group, "there are no reasons" for "sadness", because it is necessary to put the country first, reiterating that "the process is not against the MPLA [Movimento Popular de Libertação de Angola, (party in power)]" nor against his deputies and the President, encouraging the parliamentary majority to vote, because "there will be no sanctions of any kind for anyone who defends the supremacy of the Constitution and legality".

MPLA deputies have already expressed support for the President, accusing UNITA of "sowing false news" and "calling into question" the image of the head of state, as well as resorting to disinformation tactics.
