More than 12 million identity cards awarded in the country since March 2019

Under the Program for the Massification of Civil Registration and the Attribution of the Identity Card, 12,002,877 Angolan citizens processed their identification document, of which 9,746,578 were over 18 years of age.

The information was provided by the Minister of Justice and Human Rights, Francisco Queiroz, at the end of the tenth ordinary session of the Council of Ministers, held this Thursday, in Cidade Alta, under the guidance of the President of the Republic.

At the meeting, Francisco Queiroz provided information on the progress of the programs for the Massification of Birth Registration and attribution of the Identity Card and the Land Registry, as well as on the process of attributing the identity card abroad.

"So far there are 12,002,877 Angolan citizens with an identity card, which means that at the moment we have 9,746,578 senior citizens with ID cards. This entire work is done based on 288 identification posts, 236 registry offices and 169 notaries spread throughout the country. In addition, 4,286 brigades were added, framed in 458 brigades that are spread out and move throughout the country," he clarified, in a statement made available by the Government.

Also, as a result of the Massification of Civil Registration and Identity Card Attribution campaign, which has been running since November 2019, 4,370,104 people have already been registered and, in the same period, 3,338,623 identity cards were issued for the first time, having been spent by the General Coffer of Justice 2,359,412 kwanzas.

According to the minister, there are already a total of 1088 free localities for citizens without registration.

In relation to land registration, the minister added that the massification program foresees registering three million and five hundred thousand properties by 2025.

This program, started in March 2021, allowed for 35,229 property registration acts in favor of the State, 1099 property registration acts in favor of private individuals and 1,241 land rights registration acts.

Francisco Queiroz appealed to the population to take advantage of the land registration campaign, now with the value reduced to 25,000 kwanzas.

Regarding the attribution of identity cards in the diaspora, the minister said that there are a total of 15 posts open in diplomatic and consular missions, two in Portugal, two in South Africa, three in Namibia, three in Zambia, one in France, in the Democratic Republic of Congo and Brazil, respectively.

This October, he informed, joint actions are underway between the Ministry of Justice and Human Rights and the Ministry of Foreign Affairs to open more posts in France, Switzerland, Germany, Belgium and the Netherlands.

For the months of November and December, it is foreseen the opening of identification posts in the United States of America, Russia, Spain, Italy, Zimbabwe, England and one more in the Democratic Republic of Congo.
Minister Francisco Queiroz also stated that a total of 8177 identity cards were produced in the diaspora, in the period from March 2020 to September 30 this year.

Of this number, 1342 citizens issued for the first time, 356 for the second time and there were 6,479 requests for renewals, which represents two-thirds of the total number of identity cards issued.

The Minister of Justice and Human Rights also informed the Council of Ministers about the Executive Decree that establishes the rules and procedures that public managers must observe in the closing process of the 2021 financial year, in order to ensure the preparation of the preparation of the General Account of the State referring to 2021.

"We are at a good pace for issuing identity cards. We hope that, with the advance of the financial support that the Council of Ministers approved at the September 1 session, and that has already started to be paid out, we can speed up the process, to even at the end of the legislature, we can identify the entire population or at least reach 90 percent," he said.
