Angola prepares National Action Plan on Business and Human Rights

The Government is preparing a National Action Plan on Business and Human Rights, “as part of the country's responsibility to disseminate and implement” the United Nations principles to promote local discussion on this issue.

The information was transmitted this Tuesday by the Secretary of State for Human Rights and Citizenship, Ana Celeste Januário, who defended a healthy interconnection between business, companies and human rights.

According to the official, who was speaking this Tuesday at the opening of a "Forum on Business and Human Rights Angola – Norway, a book of articles on "Human Rights in Angola, Cooperation and Challenges" is being prepared and will include an article on "natural resources and the interest of communities".

"Holding this event is a step in this direction, which could result in the elaboration of a National Action Plan on Business and Human Rights annexed to our National Human Rights Strategy [ENDH]," she said.

The Ministry of Justice and Human Rights (MJDH), one of the promoters of the forum in partnership with the Norwegian embassy in Angola, "intends to hold a series of meetings and debates on the responsibilities of companies in relation to human rights".

The Angolan ministerial entity understands that these initiatives "may contribute to building consensus and clearer understanding about the implications of discussions on business and human rights."

For Ana Celeste Januário, in these meetings the need to "build a framework within which the responsibility of companies can be analyzed and discussed locally can be increased".

"With the main emphasis on the extractive industry, civil construction, agribusiness, fisheries, hotels and tourism, private security, hygiene and cleaning, among others, and what are the main existing challenges", she pointed out.

"It is in this scenario that it is increasingly necessary and improving the model of companies and public administration to be aligned with the promotion, defense and protection of human rights, establishing goals and objectives in business performance", she underlined.

The concept of companies and human rights "imposes that companies be managed and controlled based on standards of alignment with the principles of human dignity, good corporate governance, compliance, social responsibility and others", she defended.

Ana Celeste Januário also pointed out that the meeting, which is taking place in Luanda, is part of the ENDH implementation plan, which has the Kingdom of Norway as Angola's strategic partner.

Angola, in addition to being a State party to the International and African Conventions on Human Rights and the Fight against Corruption, noted the minister, is part of other transparency mechanisms.

"We are in the process of joining the Extractive Industries Transparency initiative, with a national coordination committee appointed by presidential order," she stressed.

Responsible business conduct, human rights, social responsibility of the extractive industry and environmental protection and the integration of human rights in business practice are some of the topics being discussed at the meeting.
