The diploma, approved by the Council of Ministers on Wednesday, defines and regulates the exercise of the activity, which also aims to be an active measure of job creation, integrating into the labour market young professionals who have completed at least high school.
The document stresses that the Compulsory Social Protection System "has had a consistent increase in the number of taxpayers and insured over recent years, but still has room for potential increase", admitting consequences of the slowdown in the growth of economic activity and employment.
"In this context, it is decisive to make it simpler and quicker for taxpayers and insured people to communicate with the Compulsory Social Protection", reads the diploma.
"The Executive is committed to extending and increasing taxpayers and insured in social security, promoting compliance with declarative and contributory obligations and, simultaneously, promoting entrepreneurship and the creation of new jobs for young people," says the draft decree, noting that social protection "has a contributory nature and is based on a logic of insurance, being financed through contributions from workers and employers.
According to the decree, the mediator will be an independent professional, who may also work in a company certified by the Obligatory Social Protection Management Entity, which provides awareness and support services to social security users.
These professionals will be able to collect services throughout the country, and will represent the users at the Obligatory Social Protection Management Entity.
Their duties include prospecting and attracting new contributors and insured persons, as well as supporting the regular fulfillment of the declaratory and contributory obligations, as well as the application for social benefits.
The Obligatory Social Protection Management Entity, in turn, will be responsible for the regulation and permanent monitoring of the activity, making the information available to the public through its Portal.
The Council of Ministers approved on Wednesday a series of diplomas in the area of social security.
It was approved a legal regime of social protection for employees, inserted in economic activities that generate low income, that provide services in agricultural, fishing or commercial companies, in which the monthly average of the total wage mass does not exceed 20 national minimum wages, with reference to the agricultural sector.
The legal system for social protection in old age has also been approved as part of the compulsory social protection system, a document that establishes the right to old-age retirement pension, early retirement pension and old-age allowance for all workers who reach the age of 60 or complete 420 months of contributions.
The decree amends the criteria for calculating social benefits that cover old-age retirement in order to ensure due contributory justice not only for the generations currently receiving the pension but also for those in active employment who are potential pensioners.
A law defining the rules for managing the reserves and assets of the National Institute of Social Security was also approved, in order to guarantee the payment of social benefits in the medium and long term and the financial sustainability of compulsory social protection.
