Students file petition for revocation of decree that aggravates tuition fees

The Association of Students of Private Universities of Angola (AEUPA) this Tuesday launched a public petition asking the President to revoke the joint decree that increases by 25 percent tuition fees in higher education and 15 percent in general education.

According to the president of AEUPA, Joaquim Caiombo, the petition, presented at 12:00 local time this Tuesday, has more than 1200 subscriptions from students who fear the end of their dream of finishing their training cycle due to the increase in tuition fees.

"The petition now created is one of the measures that serves to reinforce the request for the revocation of the joint decree by the holder of the executive power, specifically the President of the Republic, João Lourenço", said the leader of AEUPA, in statements to Lusa.

In a joint decree No. 420/21 of 14 September, signed by the Ministries of Finance, Higher Education and Education, the authorities authorize the readjustment of fees and emoluments in general and higher education institutions by 15 percent and 25 percent, respectively.

For Joaquim Caiombo, who believes in a positive response from the President to the aspirations of academic youth, the aforementioned decree "is inopportune and should create ruptures in the lives of young Angolans".

"At a time when the social and economic life of families is not in the best possible phases, the increase of over 25 percent in higher education and 15 percent in general education only creates disruption in the lives of young people, putting more young people out of the subsystem. education, of course it is not the vision of the President of the Republic", he stressed.

"So what we are asking for is that there are, in a way, policies from the State in order to give tax incentives to universities, as well as to look for ways to respond to the requests and concerns of universities in ways that do not increase the need of young people and students to finance the fixed costs of the universities", urged the president of the AEUPA.

Classes in general education in Angola started in the first week of September and in the higher education subsystem, academic year 2021/22, starts in the first week of October.

Joaquim Caiombo refers, on the other hand, that the petition is also a pressure mechanism because, he noted, the organization is also being pressured "by young people, students and families".

"And, therefore, we find it necessary once again to express our discontent and ask the President of the Republic to grant the young people's wishes," he stressed.

The public petition already has more than 1200 subscriptions and the responsible believes that the number of subscribers should increase "because everyone is in solidarity".

A demonstration that "demanded" the repeal of the aforementioned joint decree was held last Saturday, in Luanda, by the Angolan Students Movement (MEA), considering that the aforementioned legal diploma "kills the students' dreams".
