Angola registered 3.8 million people in the last two years

Angola has registered, in the last two years, 3.8 million people as part of a government program for the massification of birth registration and attribution and identity cards, announced this Friday the minister of guardianship.

According to the Minister of Justice and Human Rights, Francisco Queiroz, who was taking stock of the Massification Program for Birth Registration and Identity Card Assignment, from June to July of this year, 550,844 people were registered throughout the country and 280,013 identity cards were assigned for the first time.

Francisco Queiroz pointed out that from November 2019, the program's start date, to July this year, 1.9 million identity cards were also issued for the first time.

The governor noted that the number reached to date "is still far from the preconized goals," i.e., 5,276,049 birth registrations and 4,282,531 identity cards, so the team must continue "working hard and tirelessly."

About the problem of hundreds of identity cards that were still to be picked up, a situation that worried the Government, Francisco Queiroz announced the "good news", because the number went from about 750 thousand identity cards to 203 thousand.

The holder of the Justice and Human Rights Portfolio expressed "serious concern" with the thefts of equipment that have been registered in some provinces.

"The police have been doing their job to identify the criminals and recover some stolen goods", stressed Francisco Queiroz, appealing to the provincial delegates and their work teams to redouble their vigilance and adopt preventive measures to avoid thefts.

The governor placed these thefts within a political scope, since they seem to be "some sabotage", which should be identified and fought against.

The Minister of Justice and Human Rights announced that new equipment will be acquired for the sector, namely 15 million white cards and 500 bags for biometric and biographical data collection.

According to Francisco Queiroz, the Executive has approved an Expansion Plan for the I.D. Attribution Program in the Diaspora and in the interior of the country, for the electoral registration of citizens living abroad, and the conclusion of the ongoing massification program until 2022.

Among the new equipment to be acquired, the minister added, are also vehicles.

During the meeting, a balance of the Real Estate Registration Massification Program was also made, which, according to Francisco Queiroz, "has been presenting evolutions, in terms of real estate registration".

Since the beginning of the program, 37,112 properties have been registered, with 35,229 registration acts of property rights in favor of the State, 847 registration acts of private property rights, and 1036 registration acts of surface rights.

The driving factors of this program, considered the minister, "make it easier to meet the goals and overcome the challenges that have been pointed out.

"One of them is that there is legislation that determines that for confiscated and nationalized properties, the diploma of the confiscation is enough for the property to be registered in the name of the State," he stressed.
