Government wants to do away with voters' cards by 2027 and allow voting only with BI

The Government wants to discontinue the voters card until 2027, allowing voting only with the identity card, announced this Tuesday the minister of Territory Administration, at the launch of the One-Stop Public Service (BUAP).

Marcy Lopes, who presented the BUAP, the main element of the unofficial electoral registration process, to the members of the diplomatic corps accredited in Angola, said that the BUAP will be installed in municipalities and will allow the registration of all citizens who are 18 years of age or above. this age until December 31, 2022.

"There will be no in-person electoral registration with the issuance of a voter's card, except in exceptional cases, in areas where there are no services for issuing the Identity Card (BI)", he indicated, adding that, for the information file to be constituted of citizens, to be sent to the National Electoral Commission, it is necessary that they can come to the public administration to say that they exist and where they reside.

As for electoral registration abroad, it will be done in person at diplomatic and consular missions abroad, and voter cards will not be issued in this case.
"The idea is to discontinue the voters card until 2027, allowing them to exercise their right to vote only with their identity card, said the minister.

The right to vote was extended this year to Angolan citizens who reside outside the country and who will be able to participate, for the first time, in the general elections scheduled for 2022.

Marcy Lopes asked the members of the diplomatic corps for support in granting visas to the teams that will travel to diaspora countries to carry out the unofficial electoral registration process.
In Angola, electoral registration will be carried out by transferring the database of citizens with IDB to the database of older citizens that is held by the Ministry of Territory Administration, as the system is interoperable, continued the official, stressing that the The electoral process is preceded by a comprehensive voter registration process.

On 1 September, the parliament unanimously and globally approved the draft bill that amended the law on unofficial voter registration, to allow for an increase in the base of voters.

The legal diploma took the form of a law following discussions in the specialty of the executive's proposal and the draft law to amend that law, an initiative of the parliamentary group of the National Union for the Total Independence of Angola (UNITA) and both proposals were merged in a single document.

The first phase of electoral registration, in Angola and abroad, aiming at the elections scheduled for 2022, begins this September and runs until next December. The second phase is scheduled for between January 5th and March 31st, 2022.
