Government prepares draft law on Electronic Control to decongest chains

The Minister of the Interior highlighted this Tuesday the discussion of proposed laws, including the Electronic Control Law, which will "for sure, help to decongest the country's penitentiary units."

Eugénio Laborinho, who was speaking at the closing of the extended advisory council that began on Monday, said that the need to define an instrument to supervise and control the fulfilment of the defendant's obligations can be done by electronic means of remote control, under the terms of the law.

The governor stressed that the existence of this law will avoid, in the pre-trial phase, the use of imprisonment.

"It's a legal diploma that, in practice, will help in many issues, namely the excess of pre-trial detention, the imprisonment in those crimes that, due to the gravity, could be served at home, through the use of an electronic armband, as well as the rationalization of the human resources that ensure these prisoners," stressed the minister.

The holder of the Interior portfolio thanked the commitment in the discussions that took place during the meeting, especially in relation to the proposals of laws addressed.

During the meeting, the proposed laws on Fire Safety, Electronic Control, Regulation on the Manufacture, Possession and Use of Remotely Piloted Aircraft "Drones" and Regulation on the Migration and Foreigners Service Badges were discussed.

The members of the advisory council also analyzed the draft Organic Regulations of the Health Directorate of the Ministry of Interior, the Offices of Provincial Delegates, the Body of Advisors of the Minister of Interior, and the draft directive of the Minister of Interior on ensuring the 2022 General Elections.

As for the general elections in 2022, Eugénio Laborinho highlighted that the beginning of the electoral process in the country is approaching, so he recommended the leaders of the operational bodies to develop, among their staff, training processes, in order to provide them with knowledge, especially those directly involved in the process.
