Fiscal Council calls for external audit of the management of the Medical Association

The Northern Regional Fiscal Council of the Order of Physicians (Ormed) requested an external audit of the institution's accounts for alleged misappropriation of funds and harmful management by staff member Elisa Gaspar.

Ormed's staff, in office for over a year, is also accused of embezzling 19 million kwanzas and "other unjustified expenditures.

In a statement to which Lusa had access this Wednesday, the northern regional council of the Order of Physicians, which includes the provinces of Luanda, Bengo, Zaire, Uíje and Cabinda, points out several irregularities to the management of Elisa Gaspar.

According to the supervisory board, the need for an external audit of the Order's accounts is part of the suspicions and accusations that have come to light, including by the General Inspection of Finance (IGF).

Extracts of documents from the IGF's audit of the Angolan Medical Association in 2019 reveal "clear signs of harmful management" of the institution's finances, according to the statement.

The acquisition of various products for domestic and family use, using the credit/debit card, known as the multicaixa card, of the order are pointed out as irregularities that have been practiced by the staff.

The IGF, in one of the extracts of its report, says to have verified the transfer of the Ministry of Health of almost 30 million kwanzas to Ormed, between April and August 2019, and that "only 12.5 million kwanzas had documentary justification" of the expenditures.

Regarding debts to suppliers, according to the IGF report, made available to Lusa by the North Regional Fiscal Council of the Order of Physicians, the amount will be of the order of 21.4 million kwanzas, debts that are "not certified by the inspection".

The IGF report states that the Medical Association "does not comply with tax obligations", namely with the payment of the Work Income Tax (IRT) and the contribution to the National Institute of Social Security (INSS).

"The inspection team unsuccessfully requested the documentary elements inherent to these taxes. Therefore, due to the lack of these, it was not possible for us to ascertain the amounts owed to the tax administration and the INSS", reads the document.

Among the statements is also a drawing order, dated March 24, 2019, in the amount of 19 million kwanzas, issued by the Ministry of Finance in favor of the Ministry of Health for Ormed, but according to the fiscal council "the destination of these amounts is uncertain".

A receipt for purchases of several household and cleaning items, of dozens that exist in relation to goods purchased with the multi-cash card of the bank current account, to the value of 46,000 kwanzas, is also attached to the statement.

Given the seriousness of the facts presented, notes the regional council north of the order, the president of the regional council north, Desidério Carvalho, who signs the communiqué, recommends listening to all members of the order to assess the facts with "greatest possible urgency.

The accusations of alleged misappropriation of funds, attributed to the staff of the Order of Physicians, Dr. Elisa Gaspar, were recently presented by the former head of his office, Domingos Kiala Cristóvão.

However, doctor Elisa Gaspar denied the accusations and minimized the charges.

The removal of the staff of the Order of Doctors will be addressed at a general assembly called for Thursday.
