Government announces launch of 41 public-private partnerships by the end of 2021

The Government announced this Thursday that it will launch 41 public-private partnerships (PPP) by the end of next year, reinforcing the role of the State as a regulator and leaving production and marketing to the private sector.

"The economic commission of the Council of Ministers approved the Operational Plan for Structuring PPP until December 2021, a document that reflects a new concept of governance, characterized by the strengthening of the role of the State as a coordinating and regulating agent for economic development", reads in the statement released after the meeting.

The note on the meeting, chaired by João Lourenço, added that the new concept of governance leaves “the private sector the role of active agent for the production and sale of goods and services typical of a market economy”.

“The plan contains, in reference, an indicative list of 41 investment projects that will be structured in the PPP modality", said the statement.

The note, however, did not specify which areas or projects will be launched in this public procurement modality.

The Government also announced that it approved new rules for the management of the technical reserves and assets of the National Institute of Social Security and implemented the mandatory existence of a social protection regime for employees in low-income economic activities, such as agriculture or fisheries.

The document concluded that other diplomas were also approved in the areas of public administration and social protection.
