According to presidential order n.º 187/23, consulted by Lusa, the consortium Quenda Business Initiative and CIPRO – Projectos, Fiscalização e Obras Especiais would develop two contracts: one for finishing and equipping the VIP protocol section, manufacture and supply of infrastructure NAIL external structures and equipment, and another for the construction and equipping of the aeronautical training center.

The entry into force of these contracts depended on certain conditions, namely obtaining a favorable approval from the Court of Auditors, operationalization of the financing and receipt of the "down payment" by the supplier.

However, more than two years after the signing of the contracts, these conditions were not fulfilled, which, associated with the non-delivery of the guarantee to which the companies were obliged, determined the nullity of the contracts, according to the order signed by João Lourenço.
